This year's and coming Korean public holidays, and the clause that creates each substitute day.

Korean public holidays are set by the Regulations on Public Holidays for Public Offices. This page computes them from the rule itself for 2026 through 2030 and attaches the source clause to every substitute holiday. Seollal, Chuseok and Buddha's Birthday follow the lunar calendar, converted on the Korea Astronomy and Space Science Institute standard. Below is a calculator that counts business days from a start date.

Why, and by what rule, a substitute holiday appears

When a public holiday falls on a weekend or on another holiday and a day off is lost, the first non-holiday after it is taken instead. This is the substitute holiday, set by Article 3 of the Regulations on Public Holidays for Public Offices. Paragraph 1 splits it into three cases: national days, Buddha's Birthday, Labor Day, Children's Day and Christmas when they fall on a Saturday or Sunday; the Seollal and Chuseok holidays when they fall on a Sunday; and any of these when they meet another holiday on a weekday. If the substitute day is itself a Saturday or already taken, it moves to the next non-holiday (paragraphs 2 and 3).

A 30 April 2026 amendment made Labor Day and Constitution Day public holidays, and substitute holidays now apply to both. The reason is quoted from the amendment's own text.

Excluding the start day follows Article 157 of the Civil Act, and Article 161 adds that when a period's last day is a Saturday or a holiday it ends on the next day. A company's paid holidays match the public ones under Article 55(2) of the Labor Standards Act, though workplaces with fewer than five employees, or those with a written labor agreement, may differ.

This is a reference, not a ruling

Holidays are computed from the regulation's own text, and lunar dates were checked against the astronomy institute's conversion. Temporary holidays are set only after the government passes them in a State Council meeting and gazettes them, and which day a particular deadline falls on is decided by the office or the contract. If a notice or an official says otherwise, they are right.

Temporary holidays and fixed-term election days cannot be computed by rule, so only those confirmed in a government or election-commission notice are in the table. Each carries its source and check date; unconfirmed days are left out.

제2조(공휴일)

제2조(공휴일) 관공서의 공휴일은 다음 각 호와 같다. 다만, 재외공관의 공휴일은 「국경일에 관한 법률」에 따른 국경일과 주재국의 공휴일로 한다.

제3조(대체공휴일)

① 제2조제2호부터 제10호까지의 공휴일이 다음 각 호의 어느 하나에 해당하는 경우에는 그 공휴일 다음의 첫 번째 비공휴일(제2조 각 호의 공휴일이 아닌 날을 말한다. 이하 같다)을 대체공휴일로 한다.

  1. 1. 제2조제2호, 제5호부터 제7호까지 또는 제10호의 공휴일이 토요일이나 일요일과 겹치는 경우
  2. 2. 제2조제4호 또는 제9호의 공휴일이 일요일과 겹치는 경우
  3. 3. 제2조제2호, 제4호부터 제7호까지, 제9호 또는 제10호의 공휴일이 토요일ㆍ일요일이 아닌 날에 같은 조 제2호부터 제10호까지의 규정에 따른 다른 공휴일과 겹치는 경우

② 제1항에 따른 대체공휴일이 같은 날에 겹치는 경우에는 그 대체공휴일 다음의 첫 번째 비공휴일까지 대체공휴일로 한다.

③ 제1항 및 제2항에 따른 대체공휴일이 토요일인 경우에는 그 다음의 첫 번째 비공휴일을 대체공휴일로 한다.

제4조(임시공휴일의 지정) 제2조제11호에 따른 공휴일을 지정하려는 경우에는 국무회의의 심의를 거쳐야 한다.

Why the 2026 amendment (from the amendment text, Korean)
제헌절을 공휴일로 지정하여 헌법정신에 대한 국민의식을 제고하고, 노동절을 공휴일로 지정하여 공휴일 운영의 통일성과 효율적인 행정 운영을 도모하는 내용으로 「공휴일에 관한 법률」이 개정(법률 제21338호, 2026. 2. 10. 공포, 5. 11. 시행 및 법률 제21543호, 2026. 4. 9. 공포, 5. 1. 시행)됨에 따라, 관공서의 공휴일에 제헌절과 노동절을 추가하고, 제헌절 및 노동절이 토요일이나 일요일 또는 다른 공휴일과 겹치는 경우에는 제헌절 및 노동절 다음의 첫 번째 비공휴일을 대체공휴일로 지정하려는 것임.

제3조제1항제1호 중 "제2조제2호ㆍ제6호ㆍ제7호"를 "제2조제2호, 제5호부터 제7호까지"로 하고, 같은 항 제3호 중 "제2조제2호ㆍ제4호ㆍ제6호ㆍ제7호ㆍ제9호"를 "제2조제2호, 제4호부터 제7호까지, 제9호"로 한다.

이 영은 2026년 5월 1일부터 시행한다. 다만, 제2조 각 호 외의 부분 단서 및 같은 조 제2호의 개정규정은 2026년 5월 11일부터 시행한다.

공휴일에 관한 법률 제3조: ① 제2조에 따른 공휴일이 토요일이나 일요일, 다른 공휴일과 겹칠 경우에는 대체공휴일로 지정하여 운영할 수 있다. ② 제1항의 대체공휴일의 지정 및 운영에 관한 사항은 대통령령으로 정한다.

제4조(공휴일의 적용) 제2조에 따른 공휴일과 제3조에 따른 대체공휴일의 적용은 「국가공무원법」, 「근로기준법」 등 관계 법령에서 정하는 바에 따른다.

근로기준법 제55조 제2항: ② 사용자는 근로자에게 대통령령으로 정하는 휴일을 유급으로 보장하여야 한다. 다만, 근로자대표와 서면으로 합의한 경우 특정한 근로일로 대체할 수 있다.
